terms of planning and preparing for an emergency response. Note the various
colors of barrels, and the storage of barrels on pallets. Another nearby
facility that sells industrial gases had an explosion and serious fire that
fortunately did not start a fire or have consequences at this facility.

This facility makes cement and related products. The process requires a lot
of energy, so the facility will likely have diesel fuel or waste oils stored
in substantial quantities. A fire involving these fuels could create other
problems. Dusts can be explosive, and a fire or spark can start a
conflagration. Tier Two reports are needed for this facility, too.
